The criteria of selection were : to be a widowed mother with a dilapidated house presenting a high risk of collapsing; be homeless and have a land from the family of the husband. The beneficiaries and the local authorities gave their commitment to collaborate on the implementation of this project and contributed to level the lands, transport some local materials used during building activities, and participated as bricklayers’ helpers and any non technical activities. They worked together on different houses to help one another to go quickly during preparatory activities. This was an opportunity for CEL and local authorities to sensitize them on how to take care of the new houses which were going to be built and how they should focus on income generating activities and safety environment. Soon after, the Civile Engineer recruited in the community young men for building as masons and their assistants.
